I'm guessing that the bottom stuff is their old site that perhaps was getting okay rankings. They didn't want to lose the rankings with the new site and perhaps new focus(?) so this is how they solved the problem!

Yes. Very strange indeed.
But did you see the comment stuffed full of keywords right at the top? That is Spam. As Alan says, would you do it if search engines did not exist? Answer is NO. Hence, .... Spam.
