Despite FAST stating that their paid inclusion partner Lycos will be launching the plan already available in the US/Canada in November for European users - it was stated by Lycos representatives that it will become available via the Lycos.de site in December. It is expect that this will be rolled out to other Lycos regional engines in the early part of next year.
However, European users will be able to submit to the plan via the German site provided you are paying by credit card (and, I assume - can read German :D ) - regardless of their country.
I will post when the service is live with appropriate translations (where I can) for those in Europe who want to try this facility and get in early.
