If the MediaPartners bot visits a page that has just had new content added, will it take this into account in ad targeting? Or does the Googlebot have to visit for that to happen?

It should. The bot that determines what a page is about for Adsense is completely separate from the Googlebot.

And the two bots do not 'talk' to each other. So placing AdSense on a new page will make the MediaPartners bot show up but Googlebot may not show its face for much longer.

OK, well then how to explain this?: When adsense approved our site, the ads were immediately targeted...even though I saw Mediabot come to a number of the pages shortly after we started ads. Then, we've been trying to get better targeting by changing some content, and when one of the new versions of a page showed up in the Google cache, it had more targeted ads. Then Google did it's revert-back-to-old-cache trick, and the ads went back to the less-targeted kind.
All I'm saying is I haven't yet seen evidence that Mediabot does anything. Give me some evidence otherwise.

Easy enough to find out if you're that curious, just stick Adsense code on a brand new page that Google hasn't indexed, and see what happens.
