$40 is a lot for a directory listing for something many have never heard of.

Is there a way to get around it.

Anyone know the people who run the directory?

You can apply to become an editor.

just apply and you're a JoeAnt editor.
Make sure you choose the right topic. Only in the topic you choose (and all subtopics) you can submit sites.

Yes,
there is a 40.00 charge to submit your site to Joeant..thats why its so much easier to just become an editor and submit it yourself.
