Banner Exchanges Good or Bad?

Are free banner exchanges a valid way of marketing a site or are they like link farms? Any one have any experience -- good or bad -- with them?

A few years ago they were fine. Banners yield such a low ROI anymore that most will not touch them now. Buy ppc ads instead.
