Is it a good idea to place the tageted keywords in all the images alt tag, as well in all the title tags.....is google takes it as a spam...?

I don't recommend putting your keywords in your alt attribute unless they're actually relevant to the image. Besides, Google only appears to index the alt attribute of images that anchor links.
When you say "title tags" I'm assuming from your context that you mean the title attribute of a text link or an image (there's only one title tag on a page, so it's not the same thing). As far as I can tell, Google doesn't index title attributes -- not yet, at least.

I was talking about the title attributes, which appear with the text link, is it crawled by google, or is there any meaning by placing keywords, there..

Title attributes for text links can be very helpful to your users, but as I said, they don't appear to be indexed by search engines.
Of course, you never know when something like that might change, but I use them just to provide information, regardless of whether that information includes keywords.
