OK guys who knows anything about dublin core meta tags?

Those tags are not necessary at all. Some people use them to stuff more keywords, etc. The spiders ignore them. The only tags you might have are the description and keywords tags, and of course, the title tag. All others are unnecessary. You also might have the tag that stops "smart tags" from working or that tells Google to not cache your page.

What exactly are smarty tags? Are these like the bot tags used in Front Page?

The Dublin Core tags were supposed to be the next standard, but never caught on. There are a few minor search engines that like them. Some of the international search engines use them. I really wouldn't worry about them too much.
Smart tags are a <sarcasm> "wonderful" </sarcasm> invention by Microsoft. When they are turned on in a browser they add links to all pages that your visitors can click on and go to another site or MSN search engine. The tags you add to your <head> section disable the tags on your site. If you want to learn more about them, do a search on the term "smart tags". There is a lot of talk about them here. They are NOT welcome by many webmasters.

Dublin core tags are fine to use and do serve some purposes for some things (I don't know offhand what they are!). They will not help your search engine rankings, but they won't hurt you either.
You can read about them here (http://dublincore.org/) and decide if there's a good reason to use them on your site or not.
