No ' ads by google '

Can anyone tell me why some website serve Google adsense ads with no Ads by Google at the right bottom ? Does that mean they modify layout by changing the code to hide the Ads by Google ?

This seems to be in violation of Googld terms I guess :confused:

I don't know what you are seeing but Google allows you to set up Alternate ads when they can't serve an ad for your page. When an Alternate ad is shown, the 'Ads by Google' is not displayed. I have set up our Alternate Ad pages to look like Google ads so that the pages on which these are shown have the same layout and feel as the pages that do.

I copied this link from this site. All ads at the bottom of this page are Alternative ads ? But when I clicked to check the property, it shows url related to google ? That is confusing me.

Those are not Alternate Ads.
