Please take a look at this keyword in google "boats for sale". Then take a look at #1 #3 and #13 they are spamming google. I sent email to google 3 month ago and then every month after and they are still there. Now I wonder is it really google go after spam.

Oh yes, the #1 site is certainly SPAM. Using a frames when NO frames are being used at all. Very pathetic and very much spam.
Google uses the reports for spam to tweak it's algo's. I don't know why that site has gotten away with this to date, but I bet they will not get away with it for very much longer.

Although, I have to say what good it would do you to be ranked on that anyhoo? You would get lots of visitors but 99% of them would not be in the right area anyway.
I would focus on a more specific phrase.
california boats for sale
or whatever.
No use in getting lots of visitors if many of them would not buy your boats because they live half way across the world. :)

The first result i saw had a large noframe section but did have a genuine frame at the very bottom.
What’s most surprising about this(for me anyway) is this site is owned by the same company as the UK’s largest used car magazine “used cars uk” who also use the same tactic.
First i thought this is isn’t too bad, maybe they are just letting the SE know what the site is about the only way they can with a framed site. However, bearing in mind its of no benefit to the user, as a non framed browser wouldn’t be able to do a search and there is no mention in the no framed section that the site require frames i guess its nothing more than spam. :(
