I am very skeptical of many things on the internet so it is import to me to find ways to verify advertised promises. Is there a way to verify the number of subscribers to an engine or any other place I might be considering promoting my product.

Confirming the number of readers of enzines. I doubt it.
I'm courious. What does it matter. You either like the NewsLetter or you don't.

Even if you had figures, there's no way to tell how many are never seen, treated as spam, gone to dead letter boxes, etc.
What matters is the response you get.
Pick a newsletter you like (probably not one that approached you!), and try it for a limited period, and ensure you can measure the responses on your stats. Then review.
If they demand a big commitment up front, run, and don't stop running until you're sure you've lost them ;)
