asp URL causing problems?

i'm trying to optimise an asp site. the site is getting fully indexed yet we're still not getting decent results. i'm wondering if the URLs are hampering our efforts. below is a typical URL of a page with content.

can anyone comment whether this is likely to slow us down, especially those ampersands?

You stated the site was "fully" indexed so the url cannot be your problem, right? If a page is 'not' indexed, then it may be a problem, but if the page is indexed it's a matter of optimizing that page to get positions. It has nothing to do with the url.
