I know submitting to different major directories help but does directory with low help. JOEANT is current having a PR 6. Should i persist submitting my site to directories having a PR 5 or above .

Forget about PR.
Submit to the major directories listed on the front page of these forums. Submit to any worthwhile paid directories (worthwhile = you've researched it and determined it to be of benefit). Submit to worthwhile industry specific and niche directories.

Potential traffic should be your primary concern for submitting to any directory.

I believe what Hugo is saying is, don't submit to directories for PR, submit for targetted traffic.

I think Hugo was referring to your mentioning JoeAnt .. notice the link in his profile. :)
Also, another reason you should not worry about PR especially when submitting to directories. If you find a good relevant directory and it is only a PR 1 or 2 ... it could be new and the good directories will not stay 1 or 2 forever. Your best bet is to listen to the advice above and do the research finding good quality directories which fit your niche.
