Rankings Question

I assume that the people next to a listing are a ranking. What do they go up to? Is it from 1 - 3?

For the sake of simplicity I’ll put the ranking system like this:

1 - good
2 - better
3 - best

If it can’t be rated then it can’t be listed. We only list sites that are of quality...
