Best place to hire for a custom template.

I need to redesign my website. I want someone to create a template in PSD for my site, including a logo. I don't need the CSS to be made by the designer since this is a custom made website and I would be doing the slicing and the rest of the work.
I'm hesitating to either go to a free lancers site and get some quotes or look design companies.
Either option has its pros and cons.
What would you do?

Anyone can build a template that looks nice. The key is if the actual code behind the nice look is done "right" or not. I highly doubt it is if the template is free or if it comes from some "free-lance" website thang.

I agree with Doug.

If you know about and are good with SEO, you can just hire a graphic designer to make the graphics for you, but if you have little SEO knowledge or experience, you should hire a design firm that is all-inclusive.
