I'm just doing some research for future reference.
I see that seo and ppc managment can be outsourced; what about developing relevant partnerships for linking value?

Do you mean a "link building" campaign? If so, yes, this is definitely something that you can outsource. If you need the name of a company, I have a good one.

Linda, I just sent you a private message. If you outsource something like link building and want it done correctly, it will not be cheap, however. It's very time consuming to do it the right way. Basically, you get what you pay for!
