Anyone know whether title attributes are read by spiders as part of the link?

hey glengara, I would have to say yes, but as to how much? very hard to tell. All spiders would do it differently and put different emphasis' on it.

Worth doing to add "relevance" then?

Sure, could not hurt as long as not overdone. Don't think I would do it though, as it would seem to be a fine line. IMO

I would suggest tactful and moderate use will be fine, after all this attribute is there for a reason!~ As long as the attributes are respective of their links (and not spammed), then their utilization should not be penalized.
It's a shame we have to shy away from [legitimate] techniques and coding simply because the spammers abuse them and we fear we may be labeled as such.
Just to note, I use them as a reference to provide additional information regarding the link, which allows the user additional information (in mouseover) prior to their decision to click upon the link. We use it tactfully to enhance the user experience and to date have not noticed any problems or penalties.
If still interested, you might just "try" a few pages if possible (before committing your entire site), and analyze the results first hand.
