Fast, Hot bot link popularity strategies

I am new to this forum. I am currently working on building the link popularity on my site. When checking the link popularity with our competitors on www.marketleap.com, we get similar number of links in google (also aol as uses google results). However, a notice that some competitors jump very fast in alltheweb and hot bot. Especially all the web, from 1000 links to 10000 of thousands.

Question: Does this have to do with using their Paid inclusion program on Fast for alltheweb and lycos or inktomi for hotbot? Or it would be more likely because they have a big network of incoming links that they have just set?

Google and Google based results (like AOL) only show links from a page with a Pagerank of 4 and above. FAST and HotBot/Inktomi show all incoming links. That is the reason for the big difference usually.

It has nothing to do with PFI.
