Ok... sorry to be so concise... :-))

What it means is that it isn't worth paying for due to the same reasons most paid inclusions aren't worth paying for. To have a worth while index a search engine needs to crawl the web regardless of any paid inclusion programme as there aren't enough paying customers around. Teoma has in the region of 500 million pages in their index and I'm quite sure they don't have half a billion paying customers.
