What is the original use of the meta classification tag?

Making a study on debt collection websites, rankings I found that the website fair-debt-collection.com had an uncommon use of the meta tag:

Is this spam in your opinion? if yes how is the technique workin? PR trickery?

this website is ranked 10 on google for "debt collection"

No these tags aren't spam per se.

The meta classification tag will do no good at all.

The meta robots tag stops Google showing a cached version of the page. This can indicate cloaking...whatever that means. ;)
