My site is http://www.debtadvisory.net I would appreciate any feedback. I use Website Complete to create the site. I am hoping to be able to afford a professional redesign in September and October.
I really looking for tips to improve content and increase membership. It is a free informational site. We get about 100 hits/day and 5% to 10% sign ups. We would like to increase the sign ups to 15% to 20% or more if possible.

BTW the link you posted includes the final '.' and so does not work. You should remove the . from the hyperlink
Your site looks pretty good although, as a fanatic about "shorter is better", I find the text too long. However you have lots of people in this forum who say that's good for Google, so it's up to you.
To answer the question you raised, I wonder if some people think there must be a catch and so do not sign up. It looks perhaps too good to be true. Perhaps if you had a separate page, which explained how the website survives, then this would set their mind at rest. Your mission suggests that it is all made available because you want to give back. Elsewhere it is stated that there are no fees for anything. So explaining what makes it all tick financially or resource-wise might alleviate any concerns some visitors may have.

I am going to be removing the pop unders. I agree with everyone that they are annoying and that very few people would use them to get me more traffic. As for a toolbar I do not have anything that would do that.

Here are a few things to consider:
Optimization
The first word in your title is "advice". Unless that is a word you are specifically targeting, you might want to drop it and start the title with Debt Consolodation.

Remove the "classification" tag altogether. It is not used and just taking up valuable space in your code.
The keywords tag should be focused on 2 phrases, about 3 words each. You don't need to repeat the word "credit" more than twice. Any words that appear in your keywords tag should also appear in the content of your site and preferably in the title and description tag as well.

This is bad news. Alt tags are to help people who do not browse with images on or who have sight disabilities. If a text-to-speech browser read this alt tag, I doubt the user would hang around.
Usability
I would recommend removing the italics from your navigation links. They are difficult to read, especially where they blend into the gradient background image.
Conversion-Copywriting
Who is looking at this site? Why are they there and what do they want? What are you offering?
You have some good copy, but there is a lot of it and plenty of people won't bother to read it. They will scan a few headings and move on.
Your current headlines:
Free Consumer Information and Advice on Debt Consolidation, Credit Repair, Bankruptcy, Credit Report, Credit Scores, Budgeting & Financial Planning.
Debt Advisory is Strictly a Free Informational and Educational Resource Center
Why not start with Free Educational Resource Center? That seems to get right to the point of what you offer. Then follow it up with appropriate headings followed by a brief paragraph describing that service/resource and linking to it.
This allows users to quickly find what they want without wading through a bunch of verbiage that may not concern them.
I would definitely lose the 3 link/images at the bottom of the page as well as the free million guaranteed visitors link. Affiliate links are OK but I would corral them all on the side of the page where you have a few already and not spread them across the bottom of the page as well.
Is this site completely altruistic? Or is it content designed to helpful while promoting affiliate click throughs? If that is what supports the site, it doesn't hurt to mention that and let people know they can support the continued development of the site by using the services/vendors/products/whatever that you are trying to promote.

If signing up for the membership is important, I would separate it out from all the other links in your nav bar and highlight it in the page using a graphic or some other attention-grabbing technique.
The links on your nav bar should remain constant from page-to-page. The current page's link disappears from the list and everything moves.
On the signup form, no way would I EVER fill out a form that asked for such detailed information. Why do you need all of this information and what are you going to do with it? From your privacy policy: The information we require is the absolute minimum necessary. Debt Advisory uses your personal information to provide you with customer service and to communicate with you regarding your membership. At no time, will we supply your name or information relating to you to any third parties other than our authorized merchants/affiliates. How is requiring my personal income, phone number, appropriate time to call me, amount of debt, and late payments the absolute minimum neccessary? If you don't sell this information, what do you do with it?
I'm not trying to be unkind, but no one in their right mind should be giving this type of detailed personal information to a website that does not give a reason for collecting it or clearly state what they plan to do with it.
