Number of characters in tags

Can someone tell me the appropriate number of characters to put into:

Title Tag
Description Tag
Total number of characters for complete set of tags.

What the robot index, follow signifies and also any feedback regarding the comment tag. Seems like there is some debate on whether or not to put description/keywords into comment tag.

Comment tags are useless for SEo purposes...they are generally used by designers/programmers to make notations in their code.

As for character count, there is no set limit...
--some people create short titles, while others prefer longer ones.
--description meta tag - I tend to write anywhere from 100 - 300 characters...

The <title> tag is one of the most important tags, if not the most important...and, in most cases, will be listed in the search results where your site appears. Also, some engines list your meta description tag as your sites description...IMO, it's importnat that these 2 tags are well written and attractive to your potential visitors...
