I've seen some really cool link management software on some sites I've visited and I'm hoping to get a recommendation.
Basically, these programs offer a web form for adding links and instructions for exchanging links. They also categorize the links. I expect they have a pretty good backend that let's the webmaster accept/reject links, create categories, etc.
Any recommendations?
PHP, ASP, CFM are all workable, but the lower the cost the better. Minimal coding would be a real plus, too.

Can you give an example?
I think most webmasters just use a yahoo! directory type script. There are many of them out there but very little that are focused on link exchanges.

I don't use any link exchange/link popularity software but sounds like you are looking for a program like LinksManager . com...there are quite a few similar programs out there...
To find more like that, do a search for some really competitive keywords (i.e--Viagra, phentermine, etc) and look at backlinks of some of the top sites that have lots of backlinks...typically these links programs use the word 'link' in the file name....

If you are using PHP then i would recommend either phpHoo (http://www.cable-modems.org/phpHoo/) or WSN Links (http://scripts.webmastersite.net/wsnlinks/) both are easy to install and customize for your needs.

WillMaster has a good one, it's called Master Reciprocal Links and it's free. It does everything you just asked for and then some.
Here is some info about the script that may help you decide if it's what you're looking for.
Master Reciprocal Links is for Unix and Linux servers with sendmail or qmail.
You've heard about the fact that some search engine results favor sites with links from other sites.
You know that having a list of relevant links can be reason enough for visitors to return to your site again and again.
If you've ever tried to maintain a list of links, you know that it can be a lot of work.
Also, some people cheat. When they say they'll link back to you, they don't. Or they will, but after you put up their link, they remove the link to your site.
Although we do not charge money for Master Reciprocal Links, you are required to display 2 half-size banners on your links submission form and on your links page. The display is automatically inserted for you.
This is where Master Reciprocal Links comes in. Not only does the program make it easy to maintain a links page, it also finds out who the cheats are!
This is how it works:
Before someone fills in the form to be included on your links page, they must have your link on your page. If they don't, they get caught.
How? When they fill in the form and click the button, a little robot scurries out to their page and takes a look!
The little robot is called "Link Rover". If Link Rover doesn't find your link on their page, their link request never makes it to you.
But if they do have your link on their page, you get an email saying someone requested to be on your links page. Then you go to your handy dandy control panel and either approve it or disapprove it.
If you approve it, it gets added to your list of approved links automatically. If you disapprove it, it goes poof.
You can edit your list of approved links whenever you want. You can delete links at any time. If you think someone may be cheating, send Link Rover out to check.
It's all done in your control panel.
With the click of a button you generate a new links page containing your current list of approved links.
If you need help, there are relevant [?] help links in all the right places.

I had a mail back earlier from someone saying that they wont link to people who use server side redirects, like those used in WSN Links.
Correct me if I'm wrong, but Im pretty sure that its the landing page thats important, and that bots will follow page.php?link=pageurl

That is true for most of the SE but not for Google. But I used mod_rewrite to make the URL SE friendly :-) to get around this issue. Google has spidered my sites and have indexed these URL no problem.

Linking101 (http://www.linking101.com/script.htm) has a script in both ASP and UNIX. I have never used it. I am not sure if it can create multiple pages for different categories but other then that it looks ok to me.

Yes, mod_rewrite would appear to be the way to go with regard to multiple parameters. I have not yet looked at it in depth. The apache manual switched me off completely! :)
Would you happen to know where I could find a good Tutorial?

I found these tutorials to work
you will need access to your .htaccess file. Then try changing parameters and testing. I works wonders and my sites have been spidered successfully.

No. That site should not be shown at all. :)
Any site who developes software programs to build 1000's of bogus doorway pages and then spams the indexes with them does not deserve a mention in these forums.
