I don't know of any good free resources, but Andrew Goodman's report is well worth the $49.
Perhaps, Search Engine Blog interview with Andrew Goodman, Ammon Johns and Jim Banks (http://www.searchengineblog.com/interviews/pay-per-click-part1.htm) has some useful tidbits of info for you. It's a 4-parter, but I haven't read most of it.

Use Overture's search tool to help find good negative keyword candidates. Add as many negative keywords as you think could possibly be related to your search term that will help discriminate the display of your ad to non-qualified traffic. This should help your CTR. If you are offering a commercial item, be sure to add negative keywords for all variations of "free" and "cheap" that you can think of.
Andrew's report is very good. I think I was already on track with most of what he wrote, but reading his report sparked some serious brainstorming on my part and has really paid off.

It's a good idea to publish more than one Ad per Adgroup and monitor which ones get higher click through rates. The wording can make a huge difference and it's not always obvious what's going to work.
I apologize if this is too self promotional, but it seems relevant to this thread. The stats on this page (http://www.haystackinaneedle.com/case_studies/google_adwords_stats.htm) of my site come from a current client and represent the improvements in CTR's on his campaign my writing better ads for his Ad Groups.
The click through rates were already quite high with this client but clearly had room for improvement.

I am not entirely focused on gaining a high CTR for all my AdWords.
Depending on my average CPC for a particular keyword, I may write ad copy that pre-qualifies people clicking through to my site.
Some of my keywords have a CPC of more than $2.75 -- I'd prefer to have visitors know before they click that the product we offer costs over $5000.
This may prevent me from gaining a high CTR, but at least I'm (hopefully) able to weed out people who are looking for a less-expensive solution.

Thanks u all for advices. yes I tried many adwords copies and some seem to have better CTR, the ones that show a benefit for the use, ie "increase ROI". Now i am talkin about 50 clicks for now so i dont know if statistically it is significant enough.
