That site is using a perl script from this site to run their search:
http://www.xav.com/scripts/search/
Apparently they have a shareware version or a paid version for $40. Ratings and reviews are at:
http://cgi.resourceindex.com/detail/00819.html

If you're not into cgi scripting then you may want to look at the search provided by Atomz. See this thread (http://www.ihelpyouservices.com/forums/showthread.php?s=&threadid=3671) for more info.
