Paid Inclusion vs Free Inclusion

Per an old thread, I discovered that you don't have to pay the $25 for each URL.

My question is: Does anyone know why the "Free" inclusion does not allow question marks in the URL's --- yet if you pay.. the question marks work fine?

For example: http://www.mysite.com/databasequery.php?html=splattedhtml

Paid Inclusion is done by the providers (Position Tech etal) spider AFIK and is in a different index. These are newer spiders that supported query strings free submit is Inktomi an older spider that AFAIK has never supported query string.
