How to submit

Maybe I am being dense here, but I can't figure out how to submit a site as an editor outside of the category I signed up to edit.

Could one of you joeant gurus please outline the basis and process?

You can only submit sites in the topic you applied for. What you can do is ask if someone else will submit it for you. Post a message in our JoeAnt forum with a nice description, url, and title.
