I don't think they provide any SE benefit. However if used correctly as you described they can provide a benefit to your visitors.

Who knows someday SEs my consider tool tips. If and when they do, and if you have used them correctly that will give you an advantage over your competitors.

As G1 pointed out, they may even use them now in regard to Spam.

I think the key here is to use them correctly. Forget about SEs. Consider the benefit to your visitors.

Helping your visitors can increase your sales or whatever response you want from your visitors. Increasing visitor response can have a lot more value than SE rankings.
