How to optimize a web page checklist

My boss has asked me to write something on how to optimize a web page. Here’s what I’ve come up with so far. I’d love to get feedback from the many experts here on these tips. Which of them are good, which are controversial, off, irrelevant, disputed, outdated, harmful, etc. What sound suggestions have I left out?

Also does anyone know of any places on the Internet that have a good, concise SEO page optimization checklist or how-to page, similar towhat I'm trying to create?

How to optimize a web page for the search engines:

1) Select good keywords (Keywords and/or keyword phrases). This step deserves its own How-To page. Select only one or two keywords for each page.

2) Make sure the keywords are included in the title tag. The nearer to the begging the better. Fewer words increases the relevance of each word.

*The title tag is the most important Meta Tag.

3) Place keywords in the description and meta tags. These tags aren’t as important as they used to be, but optimizing them takes very little time. They help a little with some search engines, so they can be used to rank better with some of the more obscure keywords. Geographical keywords are good to use here. Keep them relatively short—about 10-15 words. Don’t use the same keyword more than three times or twice in a row. With the Description Tag, make sure there are no line breaks, and place them in the <head> area of the html.

4) In each Alt Tags, if at all relevant, write a description that includes the keyword(s)

5) Place keywords in the heading, as well as in bold and in italics. If an organization contains a keyword, italicize the organization.

6) Make sure the keyword(s) is in the first paragraph of the body text at least twice. Some search engines only spider the first few lines of the body text.

7) Make sure optimized pages are placed highly in the link architecture of the site—in other words, not on the fourth or fifth level, or they will lose pagreank value.

Have text based links that include keywords.

9) For the other web pages that contain hyperlinks to this page, make sure the keyword is in the link text.

10) Aim for about 400-700 words in the body text.

11) Name files and directories with keywords, separating them with hyphens, not the underscore key.

12) Have keyword phrases appear about 3-5 times in the body text, and have keywords appear at least 10 times in the body text.

13) Link to pages that have the keyword in the file name and the link text.
